I've been a member of http://torrentseed.org for a few months now. There is plenty uploading done on the site but it's in need of some fresh new members to leech and seed those torrents so sign ups have been opened. The site is pleasant enough to look at and isnt littered with banners or advertisements or even spam your pm inbox regarding donating like a couple of other private sites I'm on have a habit of doing.

All members are encouraged to upload torrents and not just dedicated uploaders you see on alot of private trackers. All downloads count for 75% of the torrent size unless it's free leech, seed bonus points you exchange for upload credit, live radio and Arcade to pass your time. It has a real community feel to it.

From what I can see it has experienced staff on there who have been on the bitotrrent scene many years, who are friendly, patient, pleasant to talk to and more than helpful.
