Thats bad, but if they are honest there (hmm) then its not end of the world, just limiting your speed between 4 and 9pm, presumably not caring if you download your HD movies off usenet for the other 19 hours. If you can still browse the web just fine even when throttled i woudlnt be too annoyed.
I do like this sentence on the page leyton linked to:
Our data has identified that the top 3% of uploaders and downloaders makes up fewer than 5% of all users.

Now i know they mean top 3% of uploaders and top 3% downloaders as seperate groups, but it just seems funny to say the top 3% bandwidth hogs make up 5% of all users.
