Hmm...very uniform, it almost looks like something starts downloading at very regular intervals...anything else on the network running?

No, nothing else that is downloading.

Is it possible that this is Tiscali throttling high download speeds at this time of night?

If it isn't your connection, then I would definately say they are doing throttling...yup.

How many threads do you have open for download?

I would think its a hardware problem. Either your router keeps crashing, or you keep losing connection with the ISP, check the modem logs during the down time. There isn't much you can do about the 2nd, except complain and hope they fix it soon.

I don't think it is a connection problem as I was browsing without any issues at all during the times when the download stopped.

How much have you used the account? It looks an awful lot like what used to happen to me when I would use a LOT of bytes in a pay cycle with Astraweb. I am obviously not sure, but if I had to guess I would say it is their throttle getting you.

Tiscali does throttle nntp and nntps, often to the extent of not even being able to connect at all before midnight in the UK.
You write that you use their SSL server - are you using the standard nntps port (563), or an alternate port? Port 563 is definitely throttled by Tiscali, but SSL + alternate port tends to work.

I wonder if your antivirus/firewall is scanning your NNTP. Check the settings and make sure it is not.

That looks like tcp windowing size is changing.
I'm guessing your running a torrent on that graph... slow your connect for transfer by 50%
then look at the graph.. it should be more stable... looks as if your over running your connection
and latency is causing your tcp window size keep's changing.

zbeast...I thought of torrents as well, but he said he was running newsgroups, which really suggests throttling.

The graph is from Newsleecher. Only time I've seen it anywhere near like that is if you try to download articles that are past your news server's retention. It will start and stop abruptly like that.
