Virtual Private Network IPODAH

This VPN was launched in France on the 4th May 2009 beta version. Could these kinds of VPNs be launched by govt officials to track illegal downloaders ?? IPODAH is HADOPI (french law on P2P being discussed in the parlement right now) prononced reversely. Trusted or not, that is the ? Any comments from technically advanced champions are welcome. Thank you.

it doesn't require technical expertise to answer this question. yes, any government could easily start such a service.

If you think such a service is being run secretly by the government because its name backwards is the name of an anti-P2P law then you give even the french government too little credit.
