Does anyone know where I could get hold of lists or ranges of ip numbers for specific countries?

You could try this link. You can input a specific IP address and it gives you a location

Have you ever noticed that some eMule mods such as Phoenix will list the country of origin of every peer that you connect to?

There is a file that some P2P applications - including several eMule mods - use called ip-to-country.csv and you can download one here:
