Uploading problems

I am having problems downloading. My download speed only remains at roughly 30 kb/s. I am also having problems uploading. My upload speed never exceeds 2 kb/s.I have forwarded my ports through my firewall. i have tried different ports, and still they remain at the same speed. Can anyone give me a solution?

1) how are you connected to the internet?
2) what program are you using?
3) are you running more than one p2p application on this same computer?
4) how may files are you trying to download at the same time.
5) what protocol are you using.. ftp, http, edonkey(emule), gnutella. etc?
6) what country are you in?
7) who is your internet provider?
8) what your ping rate to a large network company.. ping yahoo.com ?
9) How many sources are showing for the file your trying to download?
10) Where are you connecting to the internet.. home, work, school?

It could be any number of reason's why your slow. But I need more
information than wow my connection sucks..

I am connected through a cable modem. I am using ares 2.1.1.3035. I run another program but not always at the same time i run ares. I am trying to download ten to fifteen files at the same time. I am in the U.S. My isp is comcast. There are usually thirty to fifty sources. I am running ares from home.
