Bandwidth Throttle

Hi, I recently have a problem with my ISP since the 9 of march, I have been using them for the last few years, torrenting has been real good, but suddenly, my torrent speed become very slow. I complaint them and they told me the earthquake near taiwan has caused the slow down.

and now it has been a a month and the cable has been fixed. but the torrent still slow. now my speed has recently been upgrade to 2.5mbps. I tried to download a file from cnet.com, i do get a full speed.

Currently, i am using NAS box, utorrent to download my torrent in three different premises. All place can only reach about 20-30kbps, then at night, it reach about 50-100kbps. I am suspecting that my ISP has recently upgrade after the taiwan earthquake together implementing the BT throttle. So i have turn on protocol encryption. But that's make no different.
I turn on utorrent from enable to forced but i still allow legacy connection,
In my NAS box, i use synology which basically is rtorrent with auto setting for protocol encryption. All without success...
Is there anyway, i can do to avoid my ISP bandwidth throttle?

I use SwissVPN. Price, speed, reliability are all pretty good. You can pay for a month at a time - no recurring billing.
